Delgaudio Removed From All Committees

Supervisor Shawn Williams (R-Broad Run) has been tapped to serve as the Board of Supervisors vice chairman for 2013.

Williams was confirmed as the vice chairman by a 8-0-1 vote this afternoon. Supervisor Janet Clarke (R-Blue Ridge) was absent for the meeting. Clarke announced in December she would be stepping down as vice chairman at the end of 2012 to give another supervisor an opportunity to serve.

The board also confirmed the appointments to its standing committees, and there is one big change: Supervisor Eugene Delgaudio (R-Sterling) is not serving on any committee.

In 2012, Delgaudio served on the Finance, Government Services and Operations Committee and the Transportation/Land Use Committee. Supervisor Matt Letourneau (R-Dulles) is joining the finance committee in Delgaudio's place.

Delgaudio did not make any comment on the recommendation, put together by Chairman Scott K. York (R-At Large), and voted for the committee assignments in the final vote. Following the meeting, Delgaudio would not comment directly, but his attorney Charles King released the following statement Thursday morning:

"It’s unfortunate Chairman York used parliamentary rules to accomplish what he knew he could not through the proper process. If Chairman York believes Supervisor Delgaudio engaged in misconduct he should invoke Robert’s Rules of Order to pass a resolution, establish a committee, conduct an investigation and, if necessary, hold a hearing...Supervisor Delgaudio hoped voting for the investigation would clear his name faster. He voted for the committee assignments to avoid embroiling the entire Board in another controversy.”

York said he sent the recommendations he planned on making to all board members and never heard back from Delgaudio with any comments. He said he made the decision to remove Delgaudio because "it was the appropriate thing to do given the current circumstances."

While appointments are considered to be in place for the entire year once adopted, the Board of Supervisors does have the ability, with a majority vote, to amend the appointees and the number of supervisors serving on a committee at any time.

The vote for committees also was 8-0-1, with Clarke absent.

Other changes to the board's standing committee include:

• Letourneau is no longer serving on the Transportation/Land Use Committee. Supervisor Ken Reid (R-Leesburg) and York have been appointed to replace Delgaudio and Letourneau.

• Supervisor Ralph Buona (R-Ashburn) will replace Clarke on the Joint Board/School Board Committee, and will serve as chairman.

• Clarke will replace Supervisor Suzanne Volpe (R-Algonkian) on the Economic Development Committee.

Volpe will continue to chair the Transportation/Land Use Committee and Buona and Letourneau will continue to chair the finance committee and Economic Development Committee, respectively.

    Frank this developer B444 s%%% has beeb going on endlessly. Recently look at Goose Creek,the retirement community by Wegmans, the special treatment for the Mosque, Kincora's additional homes, One Loudouns stadium and they want the county to pay some of the cost for the Route 7 interchange let us not forget the 460 homes that will replace the commercial zoned property at Belmont Executive Center. It seems our board pretends to get things passed then changes for the developer when it's discovered they can make more money another way.

    Sounds pretty spot on David. York and the developers are consolidating their friends near the top. Higgins doesn't seem to show up half the time. Clarke volunteered to step down. Looks like it could be a developer free for all for the next year anyway.

    Also, so are the perils of not having staggered terms, the possibility of 9 freshman supervisors.

    Lord knows what goes on behind the scenes, but that doesn't sound like a force-out. I thought it inappropriate that a freshman Supe be named V-C, but the only other choice would have been Delgaudio, and you know York wouldn't have stood for him being #2 and running the circus when he's not there.

    I smell a pro-developer power grab.

    Supervisors that were critical (Clarke, Delgaudio) of development (i.e. opposed Metro Funding Agreement) were pushed out and those that supported it (Williams, Letourneau, and Reid) are moved up.

    I think this has little to do with Delgaudio shenanigans and everything to do with the "holy grail" of local developers: Dulles' International City.

    Isn't it a requirement under the Board's rules of conduct (or whatever rules they operate under) that each member be on one 1 or more committee(s)? How did this sequestration occur- did E.D. formally request to not be placed on committees, was he simply not recommended by his peers for any committees (collusion?), or was he summarily reprimanded for his past actions/current investigation and publicly shunned from these duties?

    And what happened to innocent until proven guilty? Seems like E.D. was just given more 'off time' from the normal BOS duties to dedicate to his hate campaigns....but am betting his Supervisor pay is the same.
